Local content is only one layer of localization

A local-component threshold answers a narrow question: how much of a robot's build is sourced locally. According to geekpark, even equipment designed and assembled in the United States needs at least 65% locally sourced components for an exemption. That leaves ownership and manufacturing origin relevant to regulators despite local design or assembly. It also means a local factory alone may not settle market access for each new model.
